Looks like the Nevadans are well up on the Second Chance issue! More
replies have come through from the State Assembly members who I
e-mailed on Friday:
"Sounds like you have made a study of this issue. I appreciate
your willingness to share. It has been said, "If it sounds too
good to be true, it is."
"Thank you for your message and interest in this topic, Mr Owen.
It is interesting to see that you read the Reno Gazette Journel in the
United Kingdom, that is the great advantage of the internet in these
times.
It is my commitment to examine the Second Chance program to determine
its merits for our state. Drug related crime continues to drain our
citizens' resources both directly and indirectly. I am reminded that
over 90% of all crime is tied to drug and alcohol use and abuse.
If I find that this does not suit the purposes for which it is
designed I will report back to my colleagues that point of
discovery. I will then continue to explore other options other
than our currently costly approach that sees high recitivism and
non-rehabilitation.

Thank you for your concerns about the Ensenada program. As you no
doughty are aware each member of the legislature can bring forward for
discussion any concept that they feel will help us sole the problems
facing the state.
I am aware of the problems identified by the state of Arizona with
this prison program and am hope full my colleges are equally aware of
them. I rejected an earlier invitation to attend a meeting on this
topic; however, each of my colleges has the right to do as they see as
best with their time and bills.
Thank you for the heads up. I wish I could say I catch all the
problems in the suggestions that are put forward; however that is not
possible, as we both know."
[this from the secretary of one of the people who had been on the
list for going on the Ensenada trip:]

for writting us your concerns."
